چکیده
هدف: مدیریت روستایی یکی از عوامل کلیدی در فرآیند توسعه روستایی است. با این حال، برخی باورها و نگرش‌های موجود در میان مدیران محلی می‌تواند به‌عنوان موانع جدی در مسیر توسعه عمل کند. نحوه نگرش مدیران محلی و شناسایی و تحلیل موانع ذهنی آن‌ها می‌تواند تأثیر قابل توجهی بر روند توسعه روستایی داشته باشد. این تحقیق با هدف شناسایی دلایل توسعه‏نیافتگی روستایی از دیدگاه مدیران محلی شهرستان خرم‎آباد انجام شد.

روش پژوهش: پژوهش حاضر بر مبنای روش تحقیق کمّی طراحی و اجرا شده است. این مطالعه از لحاظ ماهیت، به‌عنوان یک تحقیق کاربردی طبقه‌بندی می‌شود. گردآوری داده‌ها، به‌صورت پیمایشی و مقطعی صورت گرفته است. جامعه آماری این مطالعه شامل تمامی مدیران محلی روستاهای شهرستان خرم‌آباد (N=700) بود. حجم نمونه بر اساس جدول کرجسی-مورگان 250 نفر تعیین شد. داده‌ها با استفاده از پرسشنامه محقق‌ساخته جمع‌آوری گردید. پایایی و روایی پرسشنامه به ترتیب با استفاده از آلفای کرونباخ و روش اعتبار محتوایی مورد تأیید قرار گرفت. تجزیه و تحلیل داده‌ها با استفاده از نرم‌افزارهای SPSS وLISREL انجام شد.

یافته‌ها: نتایج نشان داد که در وضعیت فعلی مهم‏ترین مشکلات مدیریت روستایی در منطقه مورد مطالعه بنا به دیدگاه مدیران محلی عبارت اند از: قوم‎گرایی، بی‌اعتمادی در روابط انسانی و وابستگی بیش از حد به دولت. نتایج به‌دست‌آمده از مدل‌سازی معادلات ساختاری (SEM) نشان‌دهنده این است که اکثر شاخص‌های برازش، مدل ساختاری مورد بررسی را از نظر آماری دارای برازش مناسب و قابل قبولی است. علاوه‏ بر این، نتایج آزمون‌های مقایسه میانگین نشان داد که بین دیدگاه مدیران محلی نسبت به عناصر خرده‌فرهنگ دهقانی راجرز بر اساس سطوح مختلف تحصیلات و رده‌های سنی، رابطه معناداری وجود ندارد.

نتیجه‌گیری: طبق نتایج مدیران با تحصیلات بالا و جوان‎تر یک نوع نگرش مشابه را در قبال مسائل روستایی دارند. بنابراین، تغییر در نگرش‌ها و باورهای موجود به‎عنوان یک ضرورت اساسی برای دستیابی به توسعه پایدار در روستاها به شمار می‌رود. طبق یافته‌های این پژوهش، برخی از رفتارهای مدیران محلی با ویژگی‌های خاص نظریه خرده‌فرهنگ دهقانی و چارچوب تئوری آن هم‏خوانی دارد. این هم‌راستایی نشان‌دهنده این است که مدیران محلی ممکن است تحت تأثیر عوامل فرهنگی و اجتماعی مرتبط با خرده‌فرهنگ‌های محلی قرار گیرند، که می‌تواند بر تصمیم‌گیری‌ها و رویکردهای آن‎ها در زمینه توسعه روستایی تأثیر بگذارد.

Analysis of the Causes of Rural Underdevelopment from the Perspective of Local Managers in Khorramabad County

چکیده English

Objective: Rural management is a key factor in the rural development process. However, certain beliefs and attitudes held by local managers may act as significant obstacles to development. The attitudes of local managers and the identification and analysis of their mental barriers can greatly influence the course of rural development. This study aims to identify the causes of rural underdevelopment from the perspective of local managers in Khorramabad County.

Methods: This study was designed and conducted using a quantitative research method and is classified as an applied study. Data were collected through a cross-sectional survey. The statistical population included all local managers of villages in Khorramabad County (N = 700). Based on the Krejcie–Morgan table, a sample size of 250 was determined. Data were collected using a researcher-made questionnaire. The reliability and validity of the questionnaire were confirmed using Cronbach’s alpha and content validity methods, respectively. Data analysis was performed using SPSS and LISREL.

Results: According to local managers, the most critical problems of rural management in the study area are ethnocentrism, lack of trust in interpersonal relations, and excessive dependency on the government. Results obtained from Structural Equation Modeling (SEM) indicate that the majority of the model’s fit indices are statistically acceptable. Furthermore, mean comparison tests showed no significant differences in local managers’ views regarding Rogers’ peasant subculture elements based on different levels of education or age groups.

Conclusions: The results show that managers with higher education levels and younger managers share similar views on rural issues. Therefore, changing existing attitudes and beliefs is essential for achieving sustainable rural development. Some behavioral patterns of local managers align with the characteristics and theoretical framework of the peasant subculture, indicating that they may be influenced by cultural and social factors within local subcultures. These influences can affect their decision-making and approaches toward rural development.
