اقتصاد فضا و توسعه روستایی

تعیین هزینه خسارات اقتصادی آلودگی هوا با استفاده از رویکرد مقایسه‌ای تمایل به پرداخت (WTP) و تمایل به دریافت (WTA) افراد جامعه (مطالعه موردی: کارخانه آنتی بیوتیک سازی در شهرستان ساری)

چکیده
هدف: امروزه توجه به محیطزیست در تمامی بخشهای کشور به‌ویژه محیطهای روستایی اهمیت یافته است. هدف از انجام پژوهش حاضر، تعیین هزینه خسارت اقتصادی آلودگی هوا ناشی از انتشار بوی نامطبوع تولیدات دارویی در شهرستان ساری با استفاده از روش ارزشگذاری مشروط است. در این پژوهش تلاش شده است تا اثرات متغیرهای اقتصادی، اجتماعی و محیط زیستی بر پذیرش یا عدم پذیرش مبالغ پیشنهادی بر تمایل به پرداخت و تمایل به دریافت افراد جامعه برای بهبود و یا تحمل وضعیت فعلی هوای اطراف کارخانه آنتیبیوتیک‌سازی در شهرستان ساری بررسی شود.

روش پژوهش: در این پژوهش، روش گردآوری اطلاعات مورد نیاز در ارزشگذاری مشروط، گزینش دوگانه یک و نیم حدی (OOHB) است. برای گردآوری نمونهها و استخراج داده از روش نمونهگیری کوکران استفاده شد. برای جمع‌آوری اطلاعات، از ترجیحات افراد در روش ارزشگذاری مشروط برای برآورد توابع مربوطه استفاده شد. برای محاسبه میانگین تمایل به پرداخت جامعه هدف از روش ارزشگذاری مشروط استفاده شد. برای تحلیل آمار توصیفی و تعیین پایایی پرسشنامه از نرم افزار SPSS و برای برآورد مدل لاجیت از نرم افزار اقتصادسنجی SHAZAM استفاده شد.

یافته‌ها: در الگوی تمایل به پرداخت، متغیرهای 1) مالک-مستاجر، 2) میزان تحصیلات و 3) عضویت در سازمانهای مردم نهاد تأثیر مثبت و معنیداری بر پذیرش مبلغ پیشنهادی داشته؛ متغیر پیشنهاد قیمت، تأثیر منفی بر تمایل به پرداخت افراد برای بهبود وضعیت هوای پیرامونی کارخانه آنتی بیوتیکسازی داشتند. در الگوی تمایل به دریافت، متغیرهای 1) پیشنهاد قیمت، 2) اخلاقگرایی-هدف‌گرایی، 2) درآمد ماهیانه خودشخص تأثیر مثبت و معنی‌دار و متغیرهای 1) سن و 2) میزان تحصیلات تأثیر منفی بر تمایل دریافت برای وضعیت فعلی هوا داشتند. در پایان، میانگین تمایل به دریافت و تمایل به پرداخت افراد جامعه به ترتیب 791/339 و 32/705 میلیون تومان در سال برآورد شده است که به عنوان میزان خسارت اقتصادی وارده به جوامع پیرامونی این کارخانه صنعتی ناشی از آلودگی هوا، در نظر گرفته می‌شود.

نتیجه‌گیری: در طراحی برنامه‌ها و سیاست‌های محیط زیستی، توجه به ارزش‌های اخلاقی و منافع اقتصادی به صورت هم‌زمان می‌تواند به تعادل میان حفاظت از منابع طبیعی و تأمین نیازهای اقتصادی افراد کمک کند و در نهایت منجر به بهبود شرایط ‌محیطزیستی و ارتقاء کیفیت زندگی جامعه شود.

Objective: In recent years, environmental considerations have gained significant importance across all sectors of the country, particularly in rural areas. The present study aims to estimate the economic damage costs of air pollution caused by the emission of unpleasant odors from pharmaceutical production in Sari County using the contingent valuation method.

Methods: This study examines the effects of economic, social, and environmental variables on individuals’ acceptance or rejection of proposed bid amounts in relation to their willingness to pay (WTP) and willingness to accept (WTA) for improving or tolerating the current air quality conditions surrounding the antibiotic manufacturing plant in Sari County. To this end, Cochran’s sampling method was used for sample selection, and a one-and-a-half-bounded dichotomous choice format was applied to collect preference data within the contingent valuation framework. The extracted data were then used to estimate the corresponding valuation functions.

Results: In the WTP model, the variables (1) homeowner–tenant status, (2) educational level, and (3) membership in non-governmental organizations had positive and statistically significant effects on the acceptance of bid amounts, while the bid price variable hurt individuals’ willingness to pay for improving the surrounding air quality of the antibiotic plant. In the WTA model, the variables (1) bid price, (2) ethical–goal orientation, and (3) individual monthly income had positive and significant effects on willingness to accept compensation for maintaining the current air quality, whereas (1) age and (2) educational level had negative effects.

Conclusions: The mean WTA and WTP values were estimated at 791.339 million and 32.705 million tomans per year, respectively. These amounts represent the estimated economic damage costs imposed on communities surrounding this industrial facility as a result of air pollution.
