اقتصاد فضا و توسعه روستایی

الگوی پذیرش هاب دیجیتال روستایی بر پایه‌ی رویکرد نظریه‌ی داده‌بنیاد (مورد مطالعه: استان کردستان)

چکیده
هدف: در راستای بهره‌مندی مناطق روستایی از قابلیت‌های دیجیتال در سال‌های اخیر هاب‌های دیجیتال روستایی به عنوان بسترهایی معرفی شده‌اند که می‌توانند امکان توسعه پایدار روستاها در بلندمدت را فراهم آورند. به دلیل عدم شناخت این مراکز در ایران هنوز بهره‌برداری مناسبی از آن‌ها صورت نگرفته است. بر این اساس هدف پژوهش حاضر شناسایی عوامل و شرایط دخیل در پذیرش هاب‌های دیجیتال در نواحی روستایی است.

روش پژوهش: در این پژوهش با بهره‌گیری از روش کیفی و بطور خاص استراتژی پژوهشی نظریه داده بنیاد در صدد ارائه‌ی الگویی از شرایط و عوامل موثر بر پذیرش هاب‌های دیجیتال روستایی با تمرکز بر روستاهای استان کردستان هستیم داده‌های پژوهش از طریق مصاحبه با خبرگان دانشگاهی، مقامات دولتی و فعالین سازمان‌های مردم‌نهاد گردآوری‌ و با کمک نرم افزار مکس کیو دی ای مورد تحلیل قرار گرفته‌اند.

یافته‌ها: نتایج پژوهش به اتکا ابعاد پنج گانه نظریه داده‌بنیاد، ارائه شده‌ است. بر این اساس "کاستی‌های اقتصادی و فرهنگی-اجتماعی"، "زیرساخت‌ها، ویژگی ساختاری روستا، ترکیب جمعیت‌شناختی"، "عدم یکپارچگی در سیاست‌گذاری، تدبیر ناکارآمد امور روستایی، اقتصاد مبتنی بر سوداگری"، "شناسایی ظرفیتها، کارکردهای مراکز هاب دیجیتال، پیش آموزش" و "توسعه فرهنگی - اجتماعی، توسعه اقتصادی، و تقویت خرد سیاسی" به ترتیب شرایط علی، زمینه‌ای، مداخله‌گر، راهبردها و پیامدها را در برمی‌گیرند.


نتیجه‌گیری: در مجموع عوامل اقتصادی، فرهنگی-اجتماعی، سیاسی و محیطی تعیین کننده علل، راهبردها، پیامدها و شرایط زمینه ای و مداخله‌گر پذیرش هاب های دیجیتال روستایی بوده‌اند. شناسایی شرایط اثرگذار بر پذیرش این بسترهای دیجیتال امکان طراحی و پیاده‌سازی سیاست‌های اثربخش در مسیر بهره گیری از هاب‌های دیجیتال روستایی را تسهیل خواهد کرد.

Rural Digital Hub Adoption Model Based on Grounded Theory Approach (Case Study: Kurdistan Province)

چکیده English

Objective: In recent years, rural digital hubs have emerged as platforms capable of fostering the long-term sustainable development of villages by leveraging digital capabilities. However, in Iran, the lack of awareness about these centers has hindered their full potential from being realized.

Methods: This study aims to identify the factors and conditions influencing the adoption of digital innovation hubs in rural areas. To achieve this, a qualitative approach was employed, specifically using the grounded theory research strategy, to develop a framework for understanding the factors affecting the adoption of rural digital hubs. The study focuses on villages in Kurdistan Province. Data were collected through interviews with academic experts, government officials, and activists from non-governmental organizations, and analyzed using MAXQDA software.

Results: The findings are presented across the five dimensions of grounded theory. The study identifies:



Causal conditions: "Economic and socio-cultural shortcomings."
Contextual conditions: "Infrastructure, village structural characteristics, and demographic composition."
Intervening conditions: "Lack of policy integration, inefficient rural management, and speculative economic practices."
Strategies: "Identification of capacities, functions of digital hub centers, and pre-training initiatives."
Outcomes: "Cultural-social development, economic development, and enhanced political acumen."


Conclusion: By identifying the conditions influencing the adoption of these digital platforms, this study provides a foundation for designing and implementing effective policies to unlock the potential of rural digital hubs.
